Townsfolk not working

I unfortunately don’t remember the exact name of this card, S. Wells, but she is the townsfolk that has you choose two resources and you get them when another player receives those resources.

In two games that I've selected that townsperson it has not worked (and this cost me the game…).

The Risk Taker card did Not trigger in my current game. I paid full price for medicine on a Town card.

There's a similar problem with the Headmistress. In theory, you should be able to visit one of the towns when acquiring her, but that didn't happen.
