Conceding not working?

I am seeing a lot of reports for Terraforming Mars that conceding is not working.

Meaning the game has actually reached 50% progress and you can't concede? Or has there been an update to how progress is measured that doesn't let it reach 50%. This is implemented game-by-game and some games stay at 0% the whole game.

The Terraforming Mars bug report forum is currently besieged by a half dozen reports of "concede" not working, and when I checked the game status, it was past 50%.

Perhaps a system-wide announcement (if possible) so we forum admins do not need to deal with a deluge of bug reports?
