Seems like BGA's implementation of the board game is not currently following the rules in this situation.
According to the game designer, abilities like the one for the CASI faction and BIOCHEMIST recruit tile can be used in the middle of a turn, unlike the abilities for seed cards. A user in the Stonemaier Games discord thread asked about the way the BGA interface prohibits "anytime actions" from being used during "Convert" action, and Connie V responded "for the convert abilities, I never intended for them to be limited in that way" and says that she sees it differently from the seed card ability.

I get that there's a scenario where allowing "anytime abilities" in the middle of a turn creates an infinite loop with CASI and PROPOLIS. Our BGA Apiary developer jordijansen coded the game the way it is currently to avoid this situation. However, in situations other than resolving the placement of a tile, it seems like the rules allow for use of CASI, BIOCHEMIST, and similar abilities that trade resources as an "anytime ability". This would include taking the Convert action - you should be able to gain wax, use CASI to convert to basic resources, and then continue with your conversion action.
Not sure how difficult this is to code. Is it possible to only prohibit using the "anytime" convert actions (including CASI) during the resolution of a tile placement (or during other abilities that must resolve without being interrupted), and leave it in place for all other events? That way it would still be available in between other actions like "convert". It seems this is how the designer intended the rules to work. What do you think about this change? Note that seed cards are specifically in the rules as restricted to "before or after" the turn's action is taken. This is different from other abilities.
