What is arena?

I see an option to Play "Arena" but doesn't let me because of low ELO. What is the benefit of Arena?
Also, are there any good players to give me some hints?

On the whole, it’s “a more competitive experience”. Specifically, it’s a ladder that resets every few months where you climb in rank and play people more or less near you in rank. Its more cutthroat and zero sum than your general rating.

What does that have to do with low Elo? A person with Elo between 0-100 might be a strong player who just has not yet played any games here. Even if a player is not strong, how does that equate to "toxic"?
