Sort of? I'm not sure it matters whether you are the last player to draw-and-discard.
When performing an action during someone else's turn (Such as the discard for Pluto's colony bonus), that action likely cannot be undone. Players should be very careful when performing such an action. I think this is true regardless of whether you are the first or last player to use the colony bonus effect.
If this suggestion is implemented, it should avoid the necessity of such an undo, because the player would literally need to click a button that says "confirm discard".
If a player fails to realize that Pluto is happening (which would mean not looking at the log and not realizing whose turn it is), AND then disregards a button that says "confirm discard" that must be clicked before continuing ... well, there are only so many layers of safeguards we can put in place. At some point players just need to pay attention to what they're doing and accept that sometimes part of playing board games is making mistakes that cannot be undone.
