Is there a pattern for automatic dice rolling?

I understand that there should be no automatic dice rolling if I have a development card. That could be a knight that I want to use before rolling the dice. However, often there is no automatic dice rolling even when I don't have a development card.

To me, this looks like an irregularity, but maybe I'm just not seeing the pattern (and you are).

Maybe your settings are set to "No automatic dice rolling".

For some reason it turns off when you play your first development card. You can press f5 and then automatic dice rolling will be back.
