How to cancel pacts?

I have a scientific cooperation pact with another player but he's been using up all of his science points leaving me without the ability to develop tech as I still need him to have one point. I tried using one of my civil actions to cancel the pact but it won't allow me. Help please.

You have to use up an entire political action to cancel a pact like this. Some pacts are cancelled automatically by various other actions like attacking.

I heartily recommend checking out the rule book or even the handbook for more detailed information. There is a lot going on in this game!
