I can't really make sense of perfected strike and where it sits in relation to other cards.
As a card that is included in the brutality set, you'd expect it to be an upgrade. But it doesn't really feel like an upgrade to anything. If anything, bullseye is an upgrade to perfected strike.
Take for example strike, which is a clear upgrade of the standard cards (ST6, ST12, ST18 and ST24, which are the default 6th card in each beheaded deck). It has exactly the same actions in the same order, but it has 1 extra range and it's unblockable, so a very clear upgrade.
Distraction is also a bit of an upgrade of ST-01, it's exactly the same, but in addition, it has an extra loot action.
Cards like fire and ice, cold shoulder, prepared and second wind, while not an upgrade of any default card, all have clear utility (some are arguably more useful than others, and it depends a lot on playstyle as well, but they each have their own use).
Perfected strike most similar card is ST03, but it's a clear downgrade, it lacks the tactics symbol, and it lacks the range. Bullseye is a clear upgrade, it has the range, it adds an extra damage, and it has 2 symbols.
