House Rule for Plague Turn 2

I have seen YouTube of recognised gamer saying they house rule to mitigate plague on 2nd turn.
They see a problem where, say, in a 4 player game, only one player looses a villager, while the other 3 players draw their starting vilagers.
They draw one tile from one bag, if it is a starting vilager no player looses anyone. If it is the new villager, everyone looks through their bag and looses their new villager. It prevents a lop-sided start. Can this be added?

with the way most of the people i know play they'd be indifferent to it and even welcoming the loss of a villager in round 3/4

Anything not in the official rules or variants cannot be added without the approval of the rights holder of a game on BGA.

In other words, unless a game is in the public domain, BGA cannot just add house rules on the whims of players.
