That is already the case. But you want your own definition of "start to play normally". The site definition of "start to play normally" is keeping the timer positive. Suppose a turn-based game, with 1 turn per day, 3 days max time. If a player goes down to -20 h and plays, next turn they'll be at +4 hours and cannot be expelled. If they play within those 4 hours, they'll have more than 1 day for the next turn. If they go more than 1 day into the the negative, it means that they have been 3 days too slow, because they have used the whole 3 day time bank, so yes, there's a harsher penalty of being vulnerable for more than one turn.
