Don't know if this qualifies,but I've recently played a couple of tournament games which included one slow player,where that player quit or was skipped just before the end of the game. Since skipping other players turns is now supposed to be banned in tournaments,they presumably had to have quit,which is suspicious.

It's not banned, and it's not "supposed to be banned." Disabling skipping is an option that can be set by the tournament host. It it isn't set, then it isn't "banned."

I think using multiple accounts to cheat with is what should be banned. So long as players who have multiple accounts don't use these accounts together to cheat with , I think it should be allowed. In order to avoid using these multiple accounts to cheat with, there should be full disclosure that these multiple accounts are owned by the same person.
This suggestion is highly commendable.
