Can't use industry marker 2

i've got a rule question. have a look at this game:

current situation:


my plan:
* moving forward on track dresden, getting this one:

* with step 7 i can move forward with industry marker 1
* then i'm getting this one:

* i then use this one:

* then i use the wooden track on dresden moving forward to step 8, wanna get the second industry marker
* the panel tells me that another industry maker is unlocked, but i can't see him


is this a bug or am i not allowed to use the industry marker at this point?

Bump. I am having the same issue right now. I unlock a second industry marker, it even says "New Industry Marker Unlocked!" but there is nothing I can do, nowhere to click to allow me to advance this second industry marker, even when I have industry marker movement actions available to use (e.g., it is still allowing me to move my first industry marker).

I can't think of any rule that wouldn't allow this?
