No, it's not that. The points from impacts are under Points: final scoring (events age III)
To answer the original question, the card-effect points refer to points like those awarded (or lost) as a result of Armed Interventions and Wars over Culture. Possible also Aristotel, Gingis Khan and Churchill. I think it refers to all points that are not visible when you look at your panel and see "how many points will you get at the end of the current turn". This is why Aristotel etc points are different from those awarded by Cook, Shakespeare or Sid Meyer, for example.
