Solo playing

I'm starting to play Ark Nova and i do this in the solo modus. I realized that i was not getting enough points on the conservation track. So during a new game I was focussing on the assocation action with the power of 5.
In the first round, first action and the assocation card with power 5, BGA doesn't give me the possibility to play power 5. I can only play 2, 3 and power 4. Can anyone explain what I am doing wrong?

I'm not really sure if I get you correctly.
In ark nova, for many actions you need to fulfil certain conditions first in order to be allowed to take them.
To play the association card using the strength of 5 means you support a project. But in order to support a project you need to fulfil the corresponding conditions. So let's assume the project is herbivores and it's open at 2 and 5. So in order to support the project (and thus using the association action of strength 5) you need 2 or 5 herbivore-tags in your zoo. This is sth you just don't have with your first action.
So BGA allows you to use the association card in the strength of a valid action - which are 2 (take 2 rep), 3 (take a partner zoo) or 4 (take a uni).
