magistrates = l'Echevin alors
I think what it means is right and I'm answering.
There are five explanations related to magistrates and special building effects. I brought it as described in the manual below. Among them, there is no mention of the monument. I think this is possible because the effect of magistrates is "confiscation" and the monument is a restriction on "building."
1. Frame: Buildings constructed by destroying frames can never be confiscated by magistrates. But next, the building you pay gold coins and build can be confiscated.
2. Cemetery: A cemetery built without paying for construction costs can never be confiscated by a magistrate. But next, the building you pay gold coins and build can be confiscated.
3. Thieves Den: If confiscated by a security judge, only gold coins will be returned from the construction cost. The card will not be returned.
4. Stable: Even if the stable is confiscated by the magistrate, one more building can be built this time.
5. Quarry: You can build several buildings with the same name, but this effect can never be used for buildings obtained by the abilities of magistrates, diplomats, and army commanders (not normal construction behavior).
