No BGA Alert for Watchdog Placement

Does this count as a bug?
There is always a notification on BGA when it is your turn; however, when starting a new game, if you have to place the watchdog, there is no alert that it is your turn (to place the watchdog).

I'm pretty positive I get a notification for that, so maybe you're experiencing a bug.
