Queen not getting selected as the 9th card

Even if Queen is explicitly selected as the 9th character during the game setup for a 4 or 3 player game it replaces it with the tax collector or artist in instead. Does anyone know why?

The manual is out. The queen can never be used in games with fewer than five people. It seems like they considered the balance.
