I tried to register for a tournament, and it said that I did not qualify as I am only a strong player, not a master or expert. When I see who is in the tournament, I see players with a lower ELO than me. How does one achieve the distinction of "master?"

To answer your other question of how there's someone with a lower Elo than you in the tournament: the tournament host can invite whoever they want regardless of restrictions. For example, those with Elo <100 typically cannot enter a tournament, but the host can invite them.

What if a player has 300 Elo, subscribes to a tournament with >299 elo restriction, and loses a game ? Its new elo would be lower than the threshold.
I never played any tournament so I cant confirm, but could it be another explanation to the mystery?

You will still be able to participate in the tournament if your elo drops below the minimum required after registration, however, I don't know what will happen if your elo exceeds the maximum requirement.
