Can’t seem to start an Agricola game with cards

No matter what options I select when trying to setup a new Agricola game lately, I can’t seem to get any of my games to be played with cards. Every time the game starts, it starts without cards. Did a new option get added that I can’t find that makes cards optional? Any advice on starting a table with cards?

There are no cards when you set the Competitive Level to Beginner. If you select Normal it will include all the cards and if you select Competitive it will include all the cards except those on the banlists.
