Possible release project bug?

During one of my games, I encountered the following:

1. I play African Penguin into a 3-Size
2. I play Caribbean Reef Shark into a 5-Aquarium; there are now 3 tokens in the 5-Aquarium (I did NOT move the penguin into the aquarium)
3. I play Serengeti National Park to release African Penguin

Then, the game automatically removed 2 tokens out of 3 from the aquarium, without giving me the choice to select the 3-Size I originally played the penguin.

I know that the enclosure to be flipped during release need not be the original one, but I think I should be able to choose? Possible bug here?

p.s. I did not do anything to the 3-Size so it is still legal for the penguin requirement (rock + water) during release

you always release from the special enclosures first.

"If you release an animal that can also be placed in a special enclosure, you must always remove the corresponding number of player tokens from the special enclosure. Only if you cannot do this, flip over a standard enclosure"

Remember, the game does NOT care one bit where an animal is placed/moved to. That would actually make the game a nightmare to keep track of.
