Cannot play blueprints

How come I cannot play the 2 blueprints to the right of my player board?

Here are the building restrictions which I don't believe I have violated:
• A Segment must be built into a Ship.
• Each Ship may only contain up to 3 Segments.
• You may not build Segments into Ships that are currently on a Cruise.
• Once a Segment is built, it cannot be moved or replaced.

Not 100% certain, but it looks like you're trying to play the Agenda "Immaculate Schematics".
This makes it free to add a new colour to the rocket, but the segments you have available to build only have colours already in your rocket.

I think you should be able to add Snacks and Story Time from the display, while still having to pay the display costs. But your hand cards aren't valid.
Try undo-ing past the Agenda play to be able to build normally.
