Guessing you mean the little people on Vastitas Borealis for example?

IIRC, they're part of the Turmoil expansion and called delegates - probably won't be implemented on BGA for a long while (especially since it's the least popular expansion, from what I've seen). Can just be ignored when playing without the expansion

Also, I think, when you play a tile on them you get a ('standard') resource of your choice? Not stronger than 2 plants 2 mineral or bunch of cards, but flexible (and thus pretty good?). I haven't tested if they work with mining rights / guild.

I've never understood the Turmoil hate, it's fun! Gives exciting options to do first at the start of a gen just like Colonies. Maybe you need to trade ASAP, maybe you fund a milestone, maybe you lock in a party of your choosing.
