Toxin Card "Complimentary"-Explanation needed

Can someone explain how the card works?
"Single Chemicals are a free draw" What does that mean? I thought I could single chemicals for free but that wasn't the case. It still cost me an action or the chemicals for the Jade.
So what advantage does this card give me during the phase?

It's for the green chemical card. That's basically it.
