My stance:
0 MPS
1 some competition for tiles/cards (Cascadia)
2 see 1, but stronger (adding competition for map space, crucial round goals), or adding some mild direct effects - eg Gaia Project
3 direct effects are key, but remain one element among others, eg Through the Ages
4 the game is essentially about fighting or another intense type of interaction, there are no or hardly any typical Euro elements, eg Blood Rage
5 there is true interaction in the sense of players agreeing to do things that are not predetermined by card effects, eg Pax Pamir
Plus competition for tiles etc is more intense in some games that in others, so these are not meant as hard and fast rules.
