Mutation board

Hello, I may be misunderstanding the rules so I don’t want to make a bug report if not necessary.

I have been playing the game solo and have gotten about halfway through all of the mutation decks. Multiple times I have drawn cards like “Gain tactics scroll at game start” and yet they never show up on my mutation board; it’s only gain a green scroll, gain 3 teeth, and equipment. Where are these cards going?

After checking the rules it seems I should at least be able to swap these out, but again I may be misunderstanding so please let me know.
