When drafting, are cards passed to the player who will be going after you or to the player going before you?

I'm sorry if this has been asked and answered, but a half hour search revealed nothing.

It depends on the generation. From the rulebook: "Cards are passed clockwise during even-numbered generations and counter-clockwise during odd-numbered generations."

I'm confused. Agricola only has drafting before the game. No cards are passed between rounds. It sounds more like you are describing the process in Terraforming Mars...
