Adjacency Bonuses With Wall and Upgrade Connection

I recently tried to play a wall tile with a silver window lined up to a silver window on an upgrade tile. The 2 silver windows would not score. When I placed the same wall tile against an upgrade on the same tile for 2 stone, it scored correctly - 1 silver window and 2 stone. What am I missing here?

It might be a bug.
