Tie-breaker Praefectus Magnus implemented?

Hi, I just finished a game of Concordia.

After the last move of the last player, I had the Praefectus Magnus; and after the counting of the points, me and another player both had 90 points (the winner had 97).
However, both me and the other player with 90 points were listed as second.

Is the tie-breaker with Praefectus Magnus only used when the first place is determined?

look at the results page, the star suggests that Praefectus Magnus is a tie breaker, so if you did have it, then that is a bug.

It looks like the way the tiebreakers are implemented is "Have PM, tiebreaker score is 1. Don't have PM, tiebreaker score is 0." That is wrong for multiplayer games where the tied players both don't have PM.

The correct implementation, in a 5 player game is "Have PM, tiebreaker score is 5. Player before them in turn order has a tiebreaker score of 4. Player before that has a tiebreaker score of 3." (etc.)
