Biggest flaw I see in this game: Winters

I have a general complaint with an otherwise very fun and simulating game: over the past week or so of playing maybe 20-30 arena games, I have noticed that about 50% conservatively draw the first winter card by card 45 (many on card 49 or 48 with several games ending before card 35). I'm sure this is a statistical anomaly. The math on that is that it would be expected only 28%. However, my problem is with the fact that this makes the games too short and thus decreases an already pretty low skill ceiling with a pretty airtight meta. On top of this, it makes the game less fun when you are just getting started developing your deck and before you get any chance at mounting a comeback or implementing an elaborate mole play, boom, the game is over. If it were me, or I were playing over the board, I would change it to only introduce winter cards with 30 or fewer cards remaining. I believe it would fix the issue while still giving enough variance for a major element of surprise in the game to do well. Anyone have thoughts on this? I doubt anything would change based on this post, but I figured why not drum up some discussion and get some feelings off my chest after a few bad losses.

According to the rules, the 1st Winter card is not random; it is placed at the top of the last third of the deck before players draw their starting hands.
So the steps are:
Start with 180 cards
Remove ((players -5) × 10) cards depending on player count
Divide the remaining deck into 3 roughly equal stacks
The top of the last (third) stack is the location of the 1st Winter card
Subtract the starting cards in players’ hands (players × 6)
That gives the draw number at which the 1st Winter card is reached.

* 2p 180-30=150 cards deck, so ~3*50 stacks, so ~101e card if the first winter card ... -2*6=12 player hand cards ... 89e draw
* 3p 180-20=160 cards deck , so ~3*53 stacks, so ~107e ... -3*6=18 player hand cards ... 89e draw
* 4p 180-10=170 cards deck , so ~3*56 stacks, so ~113e ... -4*6=24 player hand cards ... 89e draw

The game is designed so that the first Winter card almost always shows up around the 89th draw, no matter how many players are in the game.

I understand this can feel frustrating—you might finish with nearly 87 cards still left in the deck, and those final turns become hard to plan because you’re never quite sure whether you’ll get one more turn or not.
