Because, except in tournament situations, BGA doesn't automatically award wins based on time. You have to get your hands "dirty" and claim it if you want it, although many would argue that there's nothing dirty about expelling someone who is 60 days in the red. When a player runs out of time (outside of a tournament), BGA gives the remaining player the option of either claiming the win or abandoning the game (or if it is real-time, there is an option to convert it to turn-based). But you have to
do something.
In this case those tables were abandoned based on inactivity and are treated the same as a table that was abandoned by mutual agreement or abandoned by the player who still had time, i.e., they have no impact on win/loss/Elo as if they'd never even been started.
