Because some people don't care if they lose, so that's not a deterrent at all for them.

Which penalty ? Karma loss ? Unless you are a regular offender it's a non issue. And if you are, it's to protect people against you.

Even with two eagles, you still had 3m and 20s before you get kicked out. You telling me you really needed more than a minute per action?
