Wakhan taxing and asking for bribes on region they do not rule

New to the game as got the physical copy at Christmas and thought I would try a Solo game to understand mechanics etc

I don't understand why the Wakhan has taxed in two regions they don't rule and if I go to play a a bonus action (Tax) in Kabul that has no ruler I am being asked to pay a bribe to Wakhan

Am I missing some solo Wakhan rule here ?

Just in case there's still questions, and if others look, there were no rules issues in this game. Here are the relevant rules, which apply to players and Wakhan alike:

-You can tax an opponent if you rule a region, and that opponent has a card in their court from that region. So, Wakhan was able to tax you because they ruled the Punjab region, and you had a Punjab card in your court.

-If an opponent has 1 or more spies on one of your cards, you must pay a bribe (I believe the rulebook refers to this as a "hostage" action). So, when you went to tax with Ghilzai Nomads, which had 1 Wakhan spy, Wakhan would demand 1 rupee for the hostage action (and will never waive the hostage, which a player may choose to).
