Is the 9 points influence/harmony goal too overpowered?

I think it’s way too overpowered as a private goal (as a public goal, at least everyone has a chance to claim it). I noticed that when someone chooses that as a private goal, they usually win. The ability to choose both a harmony and influence gives the player a huge advantage that is hard for opponents to overcome.

I would love the option to remove this card from the private goals. It should be a public goal only.
