luck strat ratio is off: right now strat is at 3, and luck is at 2. This is definitely off, because there's much more luck then strat involved:
Card draw: you get all of the cards that are of one color. If you draw 3 cards that are of the same color, you get 3 cards. If you draw 3 cards of different colors, you get one card. So the whole game one player can take 3 cards, and the other only take one card. Even if you don't like a card, cards are also a necessary expendable resource, so there are no times when extra cards aren't good. So much so, that if you have to choose between 2 cards, and 1 card, 95%+ of the time you're choosing 2 cards. So the draw basically not only is not used for strategy, but also gives advantage to whomever got luckier.
Other areas where you can get lucky: If the player before you leaves a lot of cards in the discard pile, you can draw from them a lot of cards. If you're playing at 2 players, you could say that one has a better strategy, but if you're playing at 3 or more players, and you have one player who consistently doesn't care about leaving a lot of cards in the discard, the next player will have an advantage for the whole game.
Another area: Some cards have a set collection element to it. You get exponentially more points the more you have of that card. You don't get to pick what cards you'll get. So a bad player might get a lot of the same cards and win.
Another area: Some cards give end score bonuses depending on other cards they played, but those cards might never come to you.
Another area: Cards are very disbalanced. Some cards give a huge amount of points.
