Story cards with 3 water zones

Why are there some story cards with 3 water zones on them when it's quite likely (in my experience so far) that a 3p game's map is going to feature just 2 water zones? Aren't those zones therefore impossible to fulfill? I might be misunderstanding the rules, I admit!

Well, that's what the ability to tuck cards on turns 3, 5 and 7 is for. I've actually played 2p games with just one body of water on the map and the tiles you refer to still worked out.
