Heat payment question

I have a question about heat, that maybe I'm misunderstanding the rules.

I always thought you had to pay your heat at the last step of your turn.

So I had a situation where I was heading into a turn. To make the turn, I had to downshift from gear 3 to 1.

However I had 0 heat in my engine.

I did however have 1 heat in my hand. I also had a card that could cool me down. Plus, gear 1 should also cool you down.

My assumption (which may be incorrect) was that I could shift down to gear 1. Cool the heat in my hand (either by gear 1, or by my card that has the cool down effect) and pull the heat from my hand to my engine. Then as the final step, I need to pay 1 heat from downshifting from 3 to 1. I could then use the heat (that I just transferred from my hand to my engine) and pay the cost without issue.

Is this scenario not legal within the rules (I thought it was ok).

On BGA I just got an error "do not have enough heat". and it wouldn't let me make the move.

So sadly I had to go too fast around the corner, and spin out.

You pay heat upon shifting gear up or down by 2 at the moment you change gear. So the implementation was right to block you from shifting from 3 to 1

Thanks... that was my misunderstanding, I asked a friend and he also confirmed that.
