Remove Damiyo decree card from Arena

Strongly feel like Damiyo decree card should not be allowed in Arena. Don't you all feel so :?:

I agree. It's too powerful compared to the other opening card options.

You can now start a table with this Starting Resource Card removed from the draft pool. I recommend switching Arena settings to use this optional setting.
