Some of the Gadgets can't be played.

I have a Gadget called Forced Relaunch. One of my goals is to have the highest total of dice. I can do that if I can use Forced Relaunch to force a player to reroll, but no matter how many times I click on the black Gadget card, it won't ever let me play it.

I waited until the end of the round when it was my scoring turn, and again, no dice (ha!). I could not use that card to force the player to reroll. Does anyone know how to use that card? I assume it's not a bug because every time I am convinced I have found a bug, it turns out to be some esoteric rule I was unaware of.

Please note: You can use gadget cards only on your turn and during the matching phase. Forced Relaunch is a Mission Gadget, which can only be used during the mission phase. You can’t use it during the scoring phase. And you can't use gadgets in the same round that you draw them.
