Players tend to make the best move for them. When winning, the best move is not to expel, so they can win and get the full elo. When losing the best move is to expel, so they can get a win instead of a loss. Nothing unfair there, just optimizing results.

I don't think it's right that a player tolerates others exceeding the time limit when he wins but doesn't tolerate it when he loses. It's clearly not fair play, sorry.
