removing workers before everyone passes

I am confused why if your turn ends at the end of winter it pulls your workers off the board, allowing others to use the spaces with the bonuses. Shouldn't the workers stay on the board until EVERYONE passes? (as per the written rules)

Nevermind, I see that with the tuscany board that is valid. Still feels weird, but I verified with rules.

Ok, so the clearing in tuscany isn't consistent. Sometimes workers are pulled off early (happening in current game) and sometimes not. Seems like there is a bug here
