Why is there no option to report cheaters?

I have had several games against players that were clearly cheating (same time on every puzzle, way to fast, placing two pieces at the same time in the replay). Is there any way to report this?

The points you raise in no way indicate cheating. The particular puzzle settings you play can be solved quickly by more experienced players, some even in sub 10s. All I can suggest is to practice in the solo mode and eventually you will see your average solving duration getting quicker.

The game does not send players' actions to the server, as that would be too resource-intensive. The game sends the positions of all the pieces on the grid to the server every two seconds if there have been any changes: so if you place two or more pieces within the same two seconds interval, it is treated as a single action.
Of course, this rule does not apply when solving the puzzle; in that case, the grid is sent to the server immediately.
