Running out of stuff

The rules do not mention what happens if you run out of anything. Here is a list of stuff that can reasonably run out:

Load card pile.
Investment tokens.
Investment markers.
Crates of a colour.
Room for agencies on a player board.

And some things that are unlikely to run out:

Move card pile.
Northern, Eastern and Southern agencies.
A player might be unable to draw 2 contracts of a type.
