I was thrown by that as well, but then I noticed that if you filter his game history by Streetcar games, it shows four games but says he has played six… His profile also says he’s had two quits in “239 recent games” but going back that far in his history reveals no quits. I’m assuming these two busted games are being hidden… for some reason.

I noticed those exact same things. Both of which are puzzling because I've never seen that before.

It gets stranger...
I received an email telling me I was running out of time on my Streetcar game - the one I quit and took the penalty for. So it seems I'm about to get a time penalty for a game I couldn't enter and that I'd already quit!

That e-mail may have been sent out before you had to quit the game. Those and other BGA e-mails sometimes have delivery lag.
