Mandate that any game that enters Public Alpha (or at least Beta) have their "How To Play" game rules section filled out. And if they don't, have it mandated that they include a non-BGG rulesbook link. I don't have a BGG account and I don't really want to get one and I think its ridiculous that the site requires an account when so many links on BGA goes to there. And I don't want to fly through a game blind because they don't have a non-BGG rules link or their game rules section isn't filled out.

This would be good.

There is a pre-release checklist on BGA Studio, it would be a good idea to add it to that list.
However none of the suggestions and hard-lined requirements, for example providing statistics is already one of the points, and some games get published and don't have any. It's also more strictly for coders. The game rules section seem to fall under the "community" free for all, the same as tutorials and language translation.
So a wider game release "checklist" should go out not just to developers but also the publisher. How to play and rules link should be a given.
