Are Green and Blue rules reverse of the physical game?

In my physical copy, purchased retail a few months ago, Green rules are the basic ones and Blue are advanced (with things like bonus for most planets, penalty for fewest asteroids, etc). The BGA implementation seems to be the reverse, is this known/intentional?

That is the same in my physical game. The green side has the simpler rules.

I think that was originally swapped (blue was simpler) before production and when the BGA version was developed. It does get confusing for me when playing the physical copy now.
