Is delaying a match cheating?

In Arena, I was playing against the player ranked number one this season.

At one point, I placed four units near the exit (I already had one point), and I think he couldn’t stop me from winning.

I’m not ranked at all, especially in Arena. In fact, I think I lost all my other games this season (including one or two against that same player).

This happened last week, and there were still 8 days left before the end of the season.

He then started stalling. Although he was constantly online, he didn’t play his turn. Meanwhile, he kept progressing in his other game, going from 0% to 39%.

I asked him to play his turn, and he replied that he needed to think. However, his next move was obvious: to secure my units, I had sacrificed my injured Witch, who was next to a regenerating fountain. He simply had to kill her with his Golem and Pickpocket for an easy +6.

After another 12 hours, just before the 48-hour timer ran out, he finally played his move. He attacked and also moved his Golem to attack my Fire Elemental. I had guessed he might bluff, and I was right—he lost the fight and ended up in an even worse position.

He then used two holidays (+4 days total) and hasn’t been online since.

He is usually a very fast and reliable player, which is why I am convinced he was deliberately playing the clock. Even if he had a real-life emergency in the end, he could have resigned. Before that, he had been online repeatedly for 48 hours without playing. I am completely sure he was stalling.

I don’t really care about my ranking—although, to be honest, I could have taken the win—but I do think it’s unfair that he will likely finish first.

We started the game with 14 days remaining in the season, so it’s not like we began too close to the end.

So my question is: is this considered cheating?
Can I do anything about it?

For me its using flaws of arena system. So in a way it is cheating the system. System is far from being good, so there are some ways to use system in uosportmanship way. This one might be worst, because its directly affect other player. That person will do everything to have more time left then you, so you will be consider loser oh this game at end of arena season. He won't be winner, he won't get more arena points, but won't lost them either. You will. I think. That how I understand how this case will be resolved. But can't be 100% sure. In my games I try avoid that cases.

You can try play his game, and make so he has less time left, but is it worth your time and time jokers?

Doubt anything else can be done. You can try report it, but how, what reason, and how mods will look at it I don't know. Might end bad for you. BGA policies are bad in many ways, but not many wants to fight for change those.

In this case, I was affected as well. With two games still left for me to play, the leader’s lead had shrunk to 9 arena points. I did lose those two games—perhaps partly due to circumstances that would have justified a vacation card of my own... but that’s beside the point. What really caught my attention, though, was what was happening in the leader’s remaining game and the following calculation what would happen, if this game is lost, not ended and what I have to do then. That’s not exactly motivating. I can’t quite grasp the connection to Terraforming Mars in detail—I’ve never actually played that game. There, though, hundreds or thousands of games are running simultaneously, whereas here we only cross paths every few weeks. I’m probably just too old-school and still prefer to imagine a real game board with all the social elements that go with it, without having to read through an FAQ to do so.
