Well, the first suggestion is obviously not what OP is looking for.
I'm confused about the purpose of the off topic subforum. It says it's to discuss about anything, but most of the threads I see in there are still about bga. So how do we differentiate between the bga related threads that should go here, and those that should go in off topic?
My only purpose is to discourage memes from infecting this forum. My understanding is that the forums are for players to help other players. I think most would agree with me.
Memes, lame jokes, etc. only clutter up the place and get in the way of that goal. IMO, this is decidedly not the place for that. Save that for a private discord, reddit, FB, whatever.

The only stated purpose of this forum is to discuss about BGA. Posts get accepted based on whether they fit the rules, not whether they fit someone's subjective idea of what should belong here. I'm not a fan of memes either but it sounds like you are trying to enforce your opinions on what is good taste and bad taste, which should have no relevance to what can be posted on a forum.
A more coherent argument would be that maybe memes don't fall under the label of "discussion", as they are more a case of someone sharing their work. I know that some internet forums have "share your art" types of sub forums, but there doesn't appear to be one here, so who knows where it might best fit.
Personally, I think we need more posts that attempt to broaden the cultural reach of board games, although I agree that memes are not a very good way to do that, but then again, they are still allowed to have their place somewhere.
