Here is the situation from my perspective.
I got involved in coding Agricola last year, at first because I was keen to complete the job of implementing all cards released for the revised edition (what Agricola has been since 2016).
At the time, there were 32 cards that were unimplemented (or had previously been implemented but were disabled due to bugs). Of those, 29 are now implemented in the game.

Interestingly, the only expansion which DOESN'T have any new cards is Consul Dirigens! The way the letters work:
- A and B cards are either from the base game, or from the Artifex and Bubulcus expansions.
- C and D cards are from Corbarius, Dulcinaria or Consul Dirigens.
- E cards are all Ephipparius
The publisher explained that the reason for this slightly strange grouping is that each letter comprises a deck of 168 cards, but the printing process is much more efficient if you print 120 cards at a time. Hence why Corbarius and Dulcinaria are each 120 cards, then Consul Dirigens added 48 more cards to each of them, plus 24 Father/Mother cards, for a total of 120 cards in that expansion.
Notes:
- Legworker (Corbarius), Material Hub (Corbarius) and Lunchtime Beer (Ephipparius) were added last year by Acerbic, one of the original developers of the game and an all-round good guy who massively helped me with all this. After several months of patiently helping me with all kinds of advice and code review, he trusted me with the ability to make changes myself, which I've been doing my best to live up to. I am very grateful to him!
- Festival Planning is called "Harvest Festival Planning" and Cookery Extension is called "Cooking Hearth Extension" in the printed game. I changed them purely for reasons of space, to give them a better chance of fitting nicely on the card in all the translations of the game. (Though I must say "Cooking Hearth Extension" is kind of a weird name anyway, since in fact the card works with any cookery, not just a Cooking Hearth!).
- There are three cards left unimplemeneted. These are Witches' Dance Floor and Heresy Teacher (both of which are very confusing from a rules perspective), and Reed Seller (which would be very annoying to play with online, particularly in turn-based games, because it requires all players to repeatedly make simultaneous decisions one after another).
