Peak Elo does not depend on the average skill of the players. Peak Elo depends on many things, but that is not one of them.

The closest dependency to what you suggest is the relative skill of the top player compared to the average player. Their Elo scores reflect the likelihood that the higher-ranked player will defeat the lower-ranked player in a match. If the game were "Flip a Coin" then this would put their relative Elos very close, since the odds are 50:50. But if the game were "Chess" then you can see a wider divergence. Even if the player pool was all kindergartners, you would see a much higher top Elo in "Chess" than "Flip a Coin."

And we see the top Elo here is 2000 which can be compared to e.g. 1800 for "Can't Stop," or 1700 for "Flip 7," which are more luck-dependent. That's not because Toy Battle players are smarter than Flip 7 players. It's because even the best Flip 7 player can be defeated by the worst player who always hits. When a high-ranked player is defeated by a low-rank player, they lose a LOT of Elo. So it's very hard for even the best players to gain a high score.

Please get some self awareness. I am going through a family bereavement, and come to play on BGA for some relief. It should be enough that there's an entire forum dedicated to people like you constantly pointing out that we are playing a game of luck. You have no idea what other people are going through, but you feel empowered to push your pointless agenda irrespective of what the other person might be experiencing. You're behaving like the worst of twitter. Yes this is a game that involves luck. WE ALL KNOW THAT! You pointing it our every time you lose is the tedious and pointless, and you can't even see how it makes you look like a terrible loser. Well done for making someone who is going through a bad time feel even worse. Hope you're proud.
