Rules for after the deck runs out

I can’t find rules regarding play after the deck has run out. I first thought if a player passed at that stage they were out of the game. But that didn’t happen in a game I recently played. So, can a player keep passing and as long as their opponent plays they have the opportunity to play?

Yes. The game ends only when all players pass consecutively.

In all my games never seen the pass rules
Also once all the cards are drawn the game ends
If there still cards in the deck it makes no difference
The object is to get rid of all your cards before anyone else
